I think the biggest challenge you are facing is exposure and shadows. You're shooting into the sun, meaning the objects your capturing (bridge and rocks in the foreground) are cast in shadows due to you exposing for the sky. It's tough to get detail in shadows.
You could try waiting until the sun goes down more (the blue hour) and increase your shutter time, or you could wait until the sun is behind you.
Here are a few examples:
Shooting with the sun in front of me but already below the horizon:

30 second exposure

Here's an example with the fun behind me and the sun still above the horizon:

48mm
25 second exposure
ISO 50
In example #1 had the sun still been up that would have completely changed my how I exposed the shot resulting in the city being in shadows/dark.
In example #2 with the sun being up I changed my perspective to capitalize on light.
I didn't use a filter in either of these photos, just a tripod.

That second photo actually came from my first professional photography failure. I was paid to shoot an event at a club but the challenge was that there were only 3-7 people on the dance floor. It's tough to make the place seem full and fun when the actual environment wasn't providing me with that.
So I decided to go with a more photojournalism/documentary type of shoot. Shoot the environment, the DJ's, stage performers and eventually some people on the dance floor once it filled out a bit more.
When the event organizer received the photos she simply replied with "I can't use these :(". I tried to get feedback as to why, indicating that I love feedback as it helps me grow, but I never heard back.
Either way I still liked the photos and get to use them for my personal collection and it's good to get these experiences under my belt.
Not every client will be happy with the product and it's good to not personalize it, just grow from it.
