Is the shutter on my F-401s / N4004s Working?

Hello

I just bought a used Nikon F-401s (sold as the N4004s in the US).

After i got it i wanted to test the shutter so I opened the back and pressed the shutter.

As you can see in the video when you do that without film the camera tries to load film.

You can also see that the mirror flipped back but the shutter didn't open.

Is the shutter supposed to open when loading film or not?

I would rather not shoot a roll of film and waste it since I don't know if the camera is working or not so that is why i'm asking here.
