Unable to use low Shutterspeed with high ISO

Hi,
I'm new to Nikon, I have a Coolpix P1000 and I'm trying to figure out why on Manual mode (M), I can't bring the shutterspeed to lower than 1 second if I set the ISO to 1600. 
Lower than 1" would be greyed out. If I set the ISO to a lower value, I can reduce the shutterspeed even further. Is there any way I can use 20" shutterspeed at ISO1600?

Hi all, 

I've been stuck with this problem and I can't seem to solve it for days on end now. 
I have a coolpix P1000. When in manual mode (M), if I choose ISO1600, I can't bring the shutterspeed lower than 1 second, the option is greyed out to do so. But if I use a lower ISO, I can bring it down to 20 seconds or more. 
How can I use ISO1600 and a 20second shutterspeed at the same time?
