Settings for using SB700 as onboard flash

When I use my SB700 speedlight on my D610, it ignores any TTL exposure compensation I set on the camera, whether on e3's TTL setting, or in e3's Commander Mode. This includes using the flash button + dial to adjust the compensation.

 

The only area that affects my flash is the exposure compensation on the actual flash itself - yet when I use the flash as a remote, it listens to my in-camera settings. 

 

Why is this? Is it a setting issue on my SB700, or is this the way it is meant to be?
