I got D3400 and I disconnected iphone 6s bluetooth from camera and i got this problem.. bluetooth is not available at current state and bluetooth is greyed and so... what i did is this.

1. Forget d3400 bluetooth from my phone paired devices
2. Deleted Snapbridge App
3. Go to camera setting and reset it and keep it off
4. Reinstall again Snapbridge from appstore
5. Switch on Camera and proceed to menu-settings-connect to smart device
6. Open Snapbridge and Paired again with the Cameras bluetooth. And tada!! It works. I did it 3 times already.

Note: Keep your Phone and camera connected, and enable wireless transmission while off or send while off. If you dont want to encounter same problem again. Next time you use it just go to snapbridge and download pictures from camera.
Thats it! I hope id help you.😬
