When a Coolpix 4800 is plugged to a computer/laptop via the USB cable, does this can charge the battery ?

I do not know for sure, but I would doubt it.  I would suggest checking your manual...my guess is the battery is only charged via charger...

I depends on the USB outlet on the computer.

Some will provide a charge, while others won’t. You will need to check the manual of your computer (taking f.i. an iMac the USB plugs on the rear of the screen will allow you to charge, the USB plugs on a cabled keyboard won’t).

Also, while the voltage on USB plugs is regulated the charge might not be as strong as from a charger - therefore it might take longer to have the camera fully charged.

(A test to see if there is some reasonable charge on a specific USB plug is to connect an external harddisk that is powered over the USB - if the harddisk works, then you should also be able to charge your camera over the same plug)

I’d rather use a powerbank for (re-)charging if no normal power outlet would be available.

Thanks! In the manual, there's no mention that this can be done.

Because this cannot be done. USB on this camera is only for file transfer. The battery will not charge.
