Why is my lens shuttering/repeating?

So I don't know what's up with my camera but it's really getting annoying.

It could be several things...I have seen that same thing happen because of low battery and also because of "dirt".  By that I mean dirt, sand, dust or anything else that might get into the mechanism and cause it not to open / close correctly.  My wife had a similar camera that started doing a similar thing after many years of good care...everything on her camera worked fine with the exception of the lens retracting and the lens cover closing.  We used it a few times after that without a problem...

 

You don't indicate how old the camera is, if it is still under warranty or if something occurred (a drop or something like that) to cause the problem.  If not under warranty or if it was dropped / damaged, I think you are going to have to repair or replace it.  I have no idea what the repair cost is, but my guess says you would be better off purchasing a new camera.  Certainly go for the warranty repair if it is still under warranty!

Yeah, I had an almost identical problem with a Canon Powershot A630 camera. Unfortunately, I was never able to fix the problem on my own.... it wasn't a battery problem or anything simple. And, it was way out of warranty so I never bothered sending it in for repair.

 

You might try contacting Nikon and describing the problem to them.... maybe even include the video, and see what they say. However, I suspect that unless it's in warranty, they're going to want more to fix the camera than what it would cost to replace it.
