Transitioning from DX to FX

I currently have a Nikon D7200 and a couple of nice DX lenses. I am planning to switch from DX to FX. I can't just jump in whole hog because of money and have to do it in stages. Just wondering which I should be my first step:

Buy a Nikon D750 body and a 35mm f1.8 FX Lens, around $2323.90

Buy a Nikon D750 body and the kit 24-120mm f4 FX lens, around $2296, (more versatile but much slower lens)
Buy a Nikon 24-70 2.8 VR, around $2396, good glass, and use it on my D7200 until I can spring for the D750 (step two).

The money spent would be roughly the same among these three alternatives, with my eye on an eventual Step 2.
Or maybe there is another configuration I am missing.
I like shooting street and people but enjoy landscape as well. Often my situations involve low or complicated lighting situations that I don't have much control over.

Any advice?
