Question about changing fstop

I've just bought a D5300.  It's my first DSLR.  I had a SLR years ago and had a fair amount of experience and education with that.   I'm trying to get a handle on controlling the fstop in manual mode.  In that first display when you turn on the camera (can't find the name for it), the one you toggle to with the Lv switch, I can hold the aperture button and change the fstop.  When I am in live view, however, I can't change it.  Is this normal?  Is my camera working properly?
