Can I charge a D3200 battery with a D7000 charger? and if not, what else can i use to charge the D3200 :)

No, you need the MH-24 charger that is supplied with the D3200, D3300, D5200, D5300 or D5500. There are third-party chargers that can handle the EN-EL14 batteries, but the chargers for the EN-EL15 won't work.
