D3300 shutter speed issues in manual mode

I have recently started using my D3300 in manual mode with metering but am having problems with shutter speed.  If I select aperture and ISO and then meter with shutter speed, I am only able to use very slow shutter speeds.  At a very low F number I can zero the meter at about 1/10-1/20.  If I try to meter on a higher F value (even with high ISO) the meter will only zero at a really slow shutter speed (1" and slower).  Do I have something set wrong?

 

Shutter speeds seem to set normally in auto and A mode.

 

I am taking photography classes, and one other person in the class has the same camera and is experiencing the same problem, which makes us think it might be a setting problem rather than a specific technical fault....?
