On Camera Flash Control Using SB-700 Off Camera

Hello,
I have tried using the on camera exposure flash compensation on my D7100 with a SB-700 off camera with flash cable. When I adjust the exposure comp. on camera I can adjust all the way down to -3.0 but only up to +1.0. Flash is set to ITTL, I sure could use some help. +1.0 just doesn't work in many cases.

I can't think of a situation where I would want the foreground more than a stop above the background without going manual to control the ambient light. Could you post an example?

 

That said, I usually shoot with everything except the flash on manual when using speedlights.

When shooting in TTL I'm usually in negative territory.

But can you add some positive adjustments directly on the flash? I've never used my SB700 this way.
What are you shooting? Does manual settings give you enough light?
