So I am still new to DSLRs. I got my d3300 around April and just finally got a new lens. Probably not the best but it's what I could afford at this time. It is an Nikon 55 - 200 f 4 - 5.6 ED IF DX VR. When using it on my d3300 it is acting odd. I can take a few shots no problem and then the camera just locks up and I cant do anything for a few minutes unless I turn it off and on. If I wait without turning it off my flash wont pop up if I didn't start with it up unless I disconnect the lens. Any ideas of what is going on? Thank you.

Definitely not normal.
Have you tried to do a RESET to the factory settings on the camera body?
You may also check if you have the latest firmware installed.
If it is an issue in the lens then it is difficult to diagnose without seeing the lens, but it may sound like it could be a short circuit in the lens (but I can be wrong and there is a much simpler solution)
Do you have another lens or can you get access to a different camerabody for testing?
Did you buy the lens new or used?
If it is new, return it in under warranty
If it was bought used, check with the seller ...

I just cleaned the contacts again with alcohol with no difference to be made. I'll try a reset and check the firmware. If I use the kit lens that came with the camera I have no issues at all. I bought used and the seller states it came in a kit and he never used it. He said he will refund the money if it comes to it. Also I noticed the lens has a odd knocking sound when I turn the camera on and the viewfinder jumps up and down, not something that happens with the kit lens.

Sounds like the lens focussing is blocked in a fixed position or the motor can't move it, for whatever reason.
Does the same behaviour happen if the switch on the lens is set to M (manual focussing)?
This may be an indicator if the focussing motor has problems for moving, or if the fault is prior to that

Alternately, as the seller offers you to refund you, that may be the way to go. If nothing works out.
