I was shooting with my D610 in shutter priority, ISO 400, and was unable to change my shutter speed.  It is stuck on x250.  I was not using my flash.

What happens if you switch your camera ON/OFF or when you change to any other mode?

If turning it off and changing modes does not work- try turning the camera off and removing the batteries for a few minutes.

I think x250 is at the end of the shutter speed scale. Did you try turning the dial in the opposite direction? The speed should go through time and/or bulb before getting into the real speeds at 30".
