I have a D7100. When I go to the retouch menu, it says "this option is not available at current settings or in the camera's current state". What does that mean and how can I change it?

It depends on what effects you already applied to the image and what mode you shot it. Also, certain effects can only be applied when shooting in RAW. What were you trying to apply?
