Both have their merrits, but but think BW suits it best.

How about B&W, except for the neon sign?

 

Nice photo either in color or B&W... although I'm usually partial to black and white, which is probably due to all the D76 my body has taken in through my fingernails over the years.

Possibly a 40's-60's color tone would work.

Thanks for the comments. I myself lean towards the B/W.  A couple of suggestions was that I add a 40-60's tone look and turn on the neon sign.

So, Here's the re-mix.
