new to the nikon fm and new to film slr photography
i have a nikon fm and nikkor ai-s 28mmf2.8 lens mounted
the camera and lens function normally at apertures 2.8 and 4
at smaller apertures than 4, the camera will not fire by pressing the shutter release
it will however fire, by pressing the shutter release button first then pressing the depth of field preview lever
is this normal? it seems way out of whack?

This sound like a problem with the lens. The camera gets the aperture info from the AI pin around the camera lens mount. If you take the lens off and slide the pin to the left all the way does the shutter fire? On the lens, if you set it to f/22 and move the actuation lever on the back of the lens is it difficult to move? I'm thinking the lens is sticking and preventing the camera arm from moving the lens lever. Do you have another lens to test?

After looking at my FM... I'm thinking the connection between the camera lever and the lens is not aligned correctly and maybe the lens lever is slipping to the side of the camera arm and sticking. Check if the camera actuation arm or the lens lever is bent. I've attached a couple of pictures of what they should look like.
