The three dots armband identifies blind people in public events
or on the street; it is an international symbol. AND he is the on-

ly fan not facing the stage!

I suspected that armband had something to do with it but I honestly never saw this.
The white cane on the other hand, that I know.

The armband is more common in Austria and the neighbouring countries than in the rest of the world.
