If that's typical for that street at that time of day, no. I wouldn't say it's too busy. Two things I do find distracting are the woman in the center and the empty window in the left. I would like to see the signs behind her and the empty window doesn't fit with the activity. A few steps to the right might have solved both.
Over all, I like it.
I still have my Canon F1n film camera. It had various view finders you could change out, they made a waist level view finder for it, did Nikon have that option also?

Your 28mm lens is fine, that was my only wide angle lens with my Canon F1n, I didn't use it much though, I didn't understand or like wide angle photography in those days. Now that I'm getting the hang of it, I find my self using a 20-35mm f2.8 lens a lot. I really like ''street'' photography, shots like this one, sometimes the people make the shot, sometimes the scene with the business's, buildings, or maybe the cars. I was thinking if the young man with the dog were in the same place with some street lighting at night, he would have made a great photo all by himself, just some guy and his dog hanging out or waiting on someone. You have a good shot, maybe crop the left a bit, some dodge and burn on the upper right would improve it a great deal. Too busy? I would say no, if that's the way it was...that's the way it was.

Nikon F to F5 (the pro bodies) had interchangeble finders.
The sign behind the head is a bit distracting, but the window on the left really doesn’t add anything as the weak reflection makes it neither a compositional element nor negative space.
I agree with krag96 that a step or two to the right would have made for a stronger photo, maybe combined with cropping out the window.

Thanks all - I may CROP as suggested and put it into Brentwood & District Photographic Club Print Comp when Club starts again after the Summer Break, in September -- see what a Club Judge says !!
