Nikon D5300 automatic exposure compensation in S Mode

I'm trying to use S mode to take long exposure shots (a waterfall in this case). The longer I make the shutter speed, the higher the ISO and the exposure compensation goes to max without me setting it there. When I try to set it back to 0 manually, it either doesn't move or moves partially and my pictures end up being overexposed. Ideas? Thanks in advance.

If your ISO is adapting to light conditions, this is mostly a sign of having set AutoISO (allowing teh camera to do so).
Could you try to set the ISO to a fix value (f.i. 200 ISO)

Btw for long exposure shots better use the M mode to have full control

In order to use exposure compensation, you must be in one of the camera modes that utilizes the camera meter, such as aperture priority, shutter priority, program mode, or any other “scene” mode that performs automatic exposure adjustments.
