Is there any way to right a video that was shot sideways (in portrait mode)?

Yesterday I drove out to a local waterfall and took several videos of it, some with my phone and some with my D5600.  Using the Nikon, the only way to frame the entire waterfall was to hold the camera sideways, or in portrait position.   Since there's no actual film involved, I reasoned, there must be some way, some app that could work to correct the orientation of the video.

So I did find a Windows app called HD Movie Maker Pro, and sure enough it has a rotate function.  Unfortunately, however, in the process of rotating the video 90 degrees, the tool also maintains the landscape aspect, which means you end up with the waterfall right side up, but apparently also with huge black bands on either side. There's no way to make the meaningful part of the video fill the screen.  If you watch the video on a phone in portrait orientation, you end up seeing a mostly dark screen with a small "window" in the center, showing a tiny image of the waterfall.  The behavior on a tablet is similar.

HD Movie Maker Pro also offers a cropping tool, as well as one which lets you change the aspect ratio. But again, these only work on the visible 'window' and not the entire display. If you crop, you get an even smaller/narrower window in the black screen.

Is there any way to fix this?  I thought I might be able to use the Windows game console screen recorder, after pinching the video out on my tablet, but surprisingly found that pinching out doesn't work in this situation.
