D7200 Sync Speed

Recently I read that someone needed to calibrate his light meter for his lights in order to get a good exposure. So, I thought I'd give it a try because my test photos have been coming out a bit on the darker side when I used my Sekonic L-308S and my lights indoors. For this test I used one of my Flashpoint evolv 200s in a double diffused 38" Glow Parapop roughly 3 feet from my subject using a Good X1T-N to trigger the flash. The manual settings on my D7200 were ISO 100, F8, 1/250. When I set the flash power using the light meter I was a bit confused because it was at 1/2 +7 to get a good exposure for an indoor test. When I set my shutter speed to 1/200 the exposure was way hotter than when it was set to 1/250. If I remember correctly, the correct exposure was around 1/8 flash power (forgot the exact setting) using the 1/200 shutter speed. I've read online that the flash sync speed for some Nikons, including the D7200, is 1/250. I have 1/250 Auto FP enabled and I even tried setting 1/320 Auto FP and that came out the same exposure with the same 1/250 camera settings. So, is the flash sync speed 1/250 correct or is there something different about my D7200 sync speed?
I did find out that my Sekonic light meter is about 2/3 stop darker than when I used a grey card measurement.

I wonder if your flash turns FP sync on @ 1/250 instead of @ faster than 1/250. Output is lower with FP sync.

Any ideas on how I can test it?
I just tried it using the other eVolv 200 just in case it might have something to do with the flash. Same outcome. I don't have another trigger that I can try other than an XPro-P but that won't work on a Nikon body.

 

Edit: The HSS turns on @1/250 shutter speed on both my D7200, D500 bodies using the evolv 200 and tt685n flashes. So, it must be a Flashpoint/Godox feature?
