I have a 24Mp D7200 and a 24Mp D3200, both create a file dimension of 6000 x 4000.  However, for the same photos, the D7200 creates a file size of 16-19 Mb, while the D3200 creates a file size of 6 - 8 Mb.  Both cameras are set on Fine and Large, and all other settings are the same, yet for 2 cameras both 24 Mp, the file size is a huge difference.

Anyone have an idea why this is so?

Your D7200 behaves as expected. The low-pass filter in the D3200 should make for a higher compression as there is less detail in the file, but less than half the file size seems like a lot. Optimal Quality in the D 7200 is probably a lesser compression factor than the 1:4 the D3200 uses for its Fine setting, but I have never seen any documentation. The jpegs in the D7200 are nearly as large as 12-bit compressed raw, so there is probably very little compression applied.
