New with hotshoe flashes

I have a d3300

i shoot mainly in aperture mode.

been using it for a while now a couple years. Outdoor usually. Honestly, never had a flash for it. Finally got one, a cheap one, yes i know, i will eventually get a better one.

But for now When i use the flash the flash options are slow, slow+red eye and slow curtian. 
This flash has no TTL. 
Is there a way to disable the slow? In darker rooms, not even that dark but it still does the slow flash.

I have a small get together a friend wants me to shoot. 

Is it the cheap flash that is the reason? I cant afford a 250.00 speed light at the moment. even any recommendations under 100.00.
