Does Nikon test the D850 before shipping? What should the shutter count be on a new in the box D850? Would it be Zero or would it have tests and how many?

A brandnew Nikon should have a shuttercount of 0.

As checking the shuttercount requires you to take a picture to uploasd to one of the sites, like f.i. Camera Shutter Count
- and supposing it is the very first picture taken with the new camera - this should therefore show a shuttercount of 1 (it being the first picture taken)

If you are on Mac, the Preview app will give you the count.
Take a shot and open it in the app.

That would depend on whether it was pulled for testing under the randomized sample scheme at the factory.

There is no 100% testing but random samples can be pulled to check quality.
