I googled that but without success. I know what happened
then in 1941 but what is it with the veterans?

A great question.  Never heard that phrase before.  Unless it is referring to the 1100 sailors that perished down in the hull of the USS Arizona and were left there.  Would like to know the answer.  Thanks for posting.  Nice photos.  TT

Isn't the phrase the founding principle and national logo of of the VVA?

The only thing that I know of is that it referred to never again sustaining an attack by a foreign military power on the soil of this country.

As the VVA were one of the organisations behind the monument, it is not surprising that their national logo is there.
