Camera is a new D3500 and lens is kit AF-P 28-55 3.5-5.6G DX VR.

Lens hood was said to be for this exact lens and is labeled HB-N106.

Bayonet mating seems to work and hood has a slight detent at the locked-on position.

The white dots on the body, lens, and bayonet mount all line up.

I use modest force and the hood will rotate no further than ten degrees short of square.

What am I doing wrong?

Well... you takes ya chances on Chinese hoods on the 'Bay. I have purchased several which did not fit properly. The good news is the seller will usually refund your money to avoid negative feedback. Then I just try another vendor 'till I get one that is right.

I picked up a Z6ii today and new in the box it comes with a lens hood.  The lens / camera work just fine and call it petty but the white dots (not as bad as OP) do not line up.  watched online videos and nothing came up.  I thought maybe it has to lock in (snap) in place but is a no go.  Is this normal?  Thank you!

Photo guy at Best Buy told me to bring it in and he would look at this.  Turned out the lens hood had a defect.  They had another where someone returned the camera and he swapped it.  other one works fine
