D800 Timelapse Issue

Working on a night/astro timelapse. D800 in Av mode, ISO 1600, f/2.8.

The shutter speed *should* slow down as the light levels drop. For some reason, the shutter speed is sticking at 1.3 sec and it's blinking. Even if I put my hand over the lens, tje shutter speed stays at 1.3 sec.

What am I missing? It's probably something simple, but it's escaping me at the moment.
