I once read an article about lens builds in another forum, so it might explain.
For zooming in-out, the outer tube - which you move with your hand - has slides which (typically?) are holding on 2-3 smaller knobs/guides that are fixed on the inner fixed tube of the lens (in the article they were described as smaller parts hold by thin screws). According to that article it can happen that one of these guides breaks. As a result the guide may block movements of the lens (and if not blocking the lens movement, create a wobbling movement when the part is turned).
Based on the description this is a guess of a possible reason for your problem - though the reason might be completely different.
If that proves a possible reason, it would need a return for repair. Not sure though if the value of the lens would justify thr costs.
