Unable to Increase Shutter Speed

I am unable to increase the shutter speed on my D600 past 1/200. I can adust it downward from that point (using the Command Dial) but am unable to increase it. I'm unsure whether it's a cameral malfunction or if I'm doing something incorrectly. Any help offered will be appreciated.

If you have flash enabled, I believe that is the maximum shutter speed.
