How would you make this better with CS4 (Photoshop 4) or whatever Photoshop version you have?

 

It's a print from 1945, my father at Pearl Harbor.

 

What I did was to photograph it with an iphone, then upload it to my laptop, and I used Win7 photo editor to sharper, increase contrast, crop, and remove noise.

 

What else would you try to make it sharper and bring out more details?

You could bring the white level up with levels layer. watch out for the highlights on the edges of the hat and arm bleeding out with brightness. a black to clear graduated filter layer to even the tones from bottom right to upper left. maybe try soft light or pin light layer blending modes at different opacities to get the look you want with the graduated filter.
