Can't trigger external flashes with RF Tx mounted on d5300 hotshoe

So I just bought a D5300 and some external flashes and RF receivers. I have the RF transmitter (Tx) mounted on D5300 hot-shoe. The manual button on Tx triggers flashes as does manually shorting Tx hot-shoe contacts.  Close inspection shows the Tx contacts are in contact with D5300 hot-shoe contacts. Nothing I do with the camera causes it to trigger the flashes.

The RF Tx needs a contact closure to work. I *thought* that was the basic function of the "basic" hot shoe. I thought that operation was universal. What am I doing wrong?
