I need some recommendations for a camera bag that I can also use as my carry on. I have a D-90 with the regular lens and a 70-300 lens. I will also be carrying an extra battery and small charger. I have to pack overnight clothes and some toiletries and my Ipad mini. I would prefer backpack style but I won't be too picky. I have a LowePro backpack but it isn't very room and is very heavy.

I took my med size sling bag to Europe, put some foam in the bottom for the camera and lens and had enough room left for 2 warm jackets and stuff.

You could use almost any sort of bag or backpack so long as you swaddle the camera and lens in a generous amount of bubble wrap or a thick pullover.
It would also be worth carefully checking the airlines' carry on restrictions as many of them have been cracking down on the size, weight and number of carry-ons because of people going overboard with them. Apparently some people on short trips stuff everything into their cabin luggage to avoid the wait for checked luggage.

One thing to keep in mind, when using a backpack, is to have a comfortable strap attached to the camera, because removing/storing the camera in the backpack gets tiresome pretty quickly. So most likely it will stay out for longer stretches of your "expeditions".

I would rather fly with a shoulder bag if that is all the photo equipment you want to bring. A Billingham 445 with two 8x15 superflexes should leave enough room for overnight clothes etc. The 445 is a bit over the IATA limits in depth, but it usually passes without comment as it is only the front pockets that protrude too far.
Two 8x15 would leave you with 22x15x25 cm of space for things other than camera equipment in the main compartment, the iPad mini can go in the front full-length pocket if you need padding, otherwise the rear pocket can handle it. The charger, cord and batteries have plenty of room in the unused parts of the superflexes.
