what filter is being used

I recently saw this picture someone posted on FB im a new photographer and learing photoshop , but it looks as this picture they are using some sort of preset or filter option.  Could you guys gave me an idea of how it was done thanks.

There are filters like that in most filter packs. It might be something like an overdone pseudo-HDR.

Or one of the Topaz apps...it is definitely changing the white balance among other parts of the image...

The rendering looks as if some « convert to drawing » processing has been applied. As Peter and Tom said, their are different packs that exist for obtaining this result, but it doesn’t necessarily require a computer for such effect, there are also apps like Pinterest&co for phones or tablets that can achieve this - especially if it is only aimed for publishing on Facebook.
