Controlling multiple flashes

Nikon D7200
Master speed light Flash: SB 700
Remote speed light flash 1, 2 and 3: NEEWER speed light NW760N
Having issues here, pretty new to flash photography. Put the Camera in commander mode. Master SB 700 connect to camera or off camera on tripod. (Remote mode) With one remote connected to channel 4 (a) in S2 mode.
And 2 remotes on channel 4 ( in S2 mode.
Works fine inside where the light is needed but all remotes no fire when taken outdoors and used for fill flash.
I am trying to stop action on bird wings and all remotes set for 1/16 sec.
Any help welcomed. Thanks.

To get reliable off-camera flash outdoors, you need to go to radio remotes. IR signals will be washed out by the sun.
+1 zillion!
It is for that reason that I went straight
for radio signals from the beginning!

I have never used multiple flashes outside and did not know this. Learned something new today.
