SLIK Pro 700 comes to mind as something usable in that price range. There might be a MeFoto or a Velbon Sherpa that is that cheap. You can keep an eye open for a used Manfrotto 190 or 055 with either a 3-way head or a ballhead. They are usually ~$120-150 or so depending on condition, age and what head is included.

Punching in the numbers $100 to $160 on B&H's web site results in 94 hits in the tripod with head section.
